PNZ Outcomes Study: Overview

Overview

The Physiotherapy Outcomes Study aims to support practices to routinely collect patient reported outcome measures (PROMs) and patient reported experience measures (PREMs) with an ultimate aim being the establishment of a national physiotherapy outcomes registry. The purpose of the study is to gather data to help practices and PNZ to articulate the value of physiotherapy, across all physiotherapy services. A further aim is to collect data which supports physiotherapy businesses with quality improvement, benchmarking and clinical governance.

The objectives of the study are to:

  1. Provide data to understand where physiotherapy services add value to the New Zealand health system.
  2. Provide data needed to improve the quality of care of physiotherapy services.
  3. Provide national benchmarks in quality of clinical care and patient outcomes achieved by physiotherapists.
  4. Gain insight into health equity in access to physiotherapy services nationally.

The move towards value based healthcare means that physiotherapists will increasingly be asked to demonstrate the value of their services to healthcare purchasers. PNZ want to support physiotherapists to better understand and articulate the value of the services they provide to the New Zealand health system.

  • Key drivers for this work, both in New Zealand and internationally include:
  • Healthcare funders have signalled an intention to move towards financial models which compensate providers for the value of their services rather than service volume.
  • PNZ Business Owners are seeking ways to benchmark services against other providers.
  • There is no current means to determine the value of physiotherapy in real time across all physiotherapy services.
  • The current ACC system for requiring outcome measures has been frustrating for physiotherapists and has not provided the insights required by the ACC.
  • PNZ has no current means to understand health equity in access to physiotherapy services nationally.
